Introduction of Dr. Terri Bresnahan

The board welcomed incoming superintendent Dr. Terri Bresnahan. Dr. Bresnahan was joined by her family as she expressed her thanks for the warm welcome she has received and her enthusiasm and gratitude for being selected as the next CCSD59 Superintendent. Agenda Item 5.0

FY2020 Annual Audit – Baker Tilly Audit – 5.01
Baker Tilly auditing firm presented the district’s year end balances for Fiscal Year 2020. Operating funds saw a surplus of $1.9 million, and an additional $9.8 million added into the Capital Projects fund in order to adhere to the board directive of improving and retaining the district’s properties.

Agenda Item 6.0

Return to In-person/Remote Update – 6.01
The board reviewed the expanded in-person learning plan and agreed to begin implementation of the plan starting on Tuesday, February 16. The plan will increase the half-day hybrid model of in-person learning to four days a week for all in-person students at the ELC and elementary level and expand on the junior high two days a week half-day hybrid model to a four days a week half day model based on student needs. Families received an update with details of the plan on February 9, and the full board discussion regarding the updated plan can be viewed here.

Resource Allocation Process Overview – 6.02
The board was presented with an overview of the staff resource allocation process, including reviewing current staffing, collecting and reviewing feedback, and adjusting staffing appropriately based on student need. There are eight total phases of the process which is currently underway and additional information will be presented to the board during meetings in March and/or April of 2021 for further discussion.

Discussion of the 2021-22 School Calendar – 6.03
The board discussed the 2021-22 school year calendar for both traditional and balanced calendar students. Highlights include:

2021-22 traditional calendar: 

  • An opening day for staff on Monday, August 9, 2021, and students on Wednesday, August 11, 2021
  • Winter and spring vacation dates are similar to that of the district’s traditional calendar and Township High School District 214
  • An ending date for students for the 2021-22 school year will be Friday, June 3, 2022, which includes five emergency days
  • The calendar is based upon 178 student attendance days
  • 184 staff work days with a total of 198 calendar days

2021-2022 balanced calendar (Ridge Family Center for Learning): 

  • An opening day for staff on Monday, July 19, 2021, and students on Wednesday, July 21, 2021
  • Winter and spring vacation dates are similar to that of the district’s traditional calendar and Township High School District 214
  • An ending date for students for the 2021-22 school year will be Friday, June 3, 2022, which includes five emergency days
  • The calendar is based upon 178 student attendance days
  • 184 staff work days with a total of 198 calendar days

The board will vote on approval of the calendars at the March 8, 2021, board meeting.

Discussion of Holidays for the 2021-22 School Year – 6.04
Each year, the board adopts a resolution establishing official holidays for the next fiscal year. The holiday schedule serves as a guide for implementing negotiated contracts with employees in addition to establishing holidays. 

School Code (section 24-2) provides that the board can schedule teachers’ institutes, parent-teacher conferences, or staff development activities on the following legal school holidays. A public hearing was held during the board meeting on February 8, 2021, to meet the section 24-2 requirement of the School Code, with a request to designate President’s Day for Lincoln’s Birthday holiday and November 24, 2021, for Veteran’s Day holiday.

Agenda Item 8.0

Approval of Biennial Review of Board Policy 7:180 Prevention of and Response to Bullying, Intimidation, and Harassment – 8.01
Strategic Goal (SG) 1: Student Growth and Achievement
The Illinois State Board of Education (ISBE) requires that school districts review and re-evaluate Policy 7:180, Prevention of and Response to Bullying, Intimidation, and Harassment, every two years. To fulfill this requirement, the board reviewed the current policy at the January 11, 2021, board meeting.

The board approved the current policy.

Approval of Demographer Recommendation – 8.02
SG 4: Stewardship of Resources

At recent board meetings, the Facilities Committee discussed an internal review of space availability in CCSD59 schools and recommended a potential demographics study as the next step of the process. At the board meeting on January 25, 2021, the Finance and Facilities Committees recommended Cropper GIS for the demography work at a cost of $14,800

The board approved the proposal between Cropper GIS and the district.

Approval of Consulting Agreement with GCG Financial, LLC – 8.03
SG 4: Stewardship of Resources
GCG Financial, LLC, CCSD59’s employee benefits consultant, prepared a contract with CCSD59 for renewal, as the current contract is about to expire.

The contract is for four years at a cost of $61,200 per year. The district can opt out without penalty at any time. The cost for services has not changed dating back to 2014 and the district has had a successful relationship with this vendor. 

 The board approved the contract with GCG Financial, LLC in the amount of $61,200 per year for four years. 

Approval of Memorandums of Understanding: COVID-19 Paid Sick Leave 2021 – 8.04
SG 4: Stewardship of Resources
Memorandums of Understanding (MOUs) represent an agreement between the CCSD59 Board of Education and the District Education Association (DEA) and the board and the Custodial and Maintenance Employee Organization (CAMEO) covering paid sick leave for staff due to COVID-19.

The board approved the MOUs with the DEA and CAMEO staff, which will be in effect immediately and will expire upon the conclusion of the 2020-21 school year.

Approval of Illinois Association for Health, Physical Education, Recreation and Dance (IAHPERD) Northeastern District Donation of $988 to Salt Creek and Rupley Elementary Schools – 8.05
SG 4: Stewardship of Resources
The board approved a donation in the amount of $988 from The Illinois Association for Health, Physical Education, Recreation and Dance (IAHPERD) Northeastern District to Salt Creek and Rupley Elementary Schools. The donation will be used to purchase fifteen DrumFIT kits to enhance physical education and fine arts programs at both schools.
